Technical Workshop on the Reduction of Methane Emissions, Moscow, Russian Federation (2008)From October 28-30, 2008, ICF prepared and conducted a technical workshop in Moscow for Gazprom employees about reducing methane emissions. We developed seven presentations that covered a broad spectrum of issues, including emission sources; the detection and measuring of leaks; the classification of the leaks depending on the type of sources and equipment; reduction of methane emissions at compressor plants; industrial experience using these methods and technologies, as well as existing limitations and analysis of expenses. Workshop on Changes in Russian Federation Regulations and Legislation for Environmental Impact Assessment and Ecological Review ProceduresICF was contracted by the Moscow office of British Petroleum (BP) to prepare and conduct a workshop on the new legislative requirements for the environmental impact assessment (EIA) process to be applied to industrial projects. Workshop on New Russian Federation Guidelines for Public ConsultationICF was contracted by the Moscow office of BP to prepare and conduct a workshop on the latest regulatory and legislative changes addressing public consultations in the EIA process applicable to new industrial projects. Training in Environmental, Health, and Safety Management SystemsICF was contracted by the State Oil Company of Azerbaijan (SOCAR) to develop and conduct training on using environmental, health, and safety management systems in offshore oil and gas production operations in the Azeri Sector of the Caspian Sea. SOCAR offered this workshop to assist multinational oil companies in managing regulatory affairs in the country, which has very complex and sometimes cumbersome EIA regulatory requirements. In addition to planning and preparing the invitations, workshop agenda, session materials, and other resources for workshop attendees, ICF provided a staff of four EIA professionals from its U.S. and Russia offices to facilitate the workshop and lead work sessions. The two-day workshop was a landmark event in which the world’s leading oil companies with interests in this region came together in an attempt to establish a common system to manage regional EIA issues.
